Before this disaster\, James was widely considered a leader on Climate Change Adaptation via Sustainability initiatives related to land and water conservation and renewable energy development. James is on the executive committee of the California State Association of Counties and serves as the Chair for the Resilient Advisory Board as well as the Chair for the National Association of Counties Resilient Counties Initiative. After serving as a Peace Corps volunteer in Bolivia\, James then represented the U.S. Wine and Vineyard Industry on International Affairs in Washington D.C. before securing an appointment from President Barack Obama's administration as Assistant Chief of the U.S. Department of Agriculture's Natural Resources Conservation Service.
